Bihar’s 7 Demands to the Prime Minister: A Citizens’ Agenda for 2025
On 22nd August 2025 at 10:00 AM, the people of Bihar are set to raise their voice through a united campaign—#Bihar7DemandsToModi. This movement, under the banner of Citizens’ Agenda 2025, represents the aspirations of millions who want Bihar to move from neglect to empowerment, from promises to performance.
For decades, Bihar has carried the burden of underdevelopment despite its vast potential in human resources, agriculture, industry, and knowledge. The people now want clear commitments and time-bound action. The seven demands represent not charity, but rights of Bihar’s citizens.
1. Greater Patna and Ring Road Development
The state capital is overburdened, with poor traffic management, lack of urban planning, and no systematic expansion. Citizens demand a Greater Patna Project with a ring road system to decongest the city, ensure smoother connectivity, and transform Patna into a modern metropolitan hub.
2. Mega IT City
With one of the youngest populations in India, Bihar deserves an IT hub that can create lakhs of jobs. Despite having talent that migrates to Bengaluru, Hyderabad, or Pune, Bihar has not received its due in the digital economy. A Mega IT City would retain talent, generate employment, and place Bihar on the global tech map.
3. PM MITRA Textile Park
Bihar has a rich history of textiles, from Bhagalpuri silk to handloom traditions. Yet, the sector struggles due to lack of modern infrastructure. Citizens are demanding a PM MITRA Textile Park, which would revive local industry, encourage exports, and empower artisans with sustainable livelihoods.
4. Defence Corridor
For decades, defence corridors have been sanctioned in other states, but Bihar has been overlooked. Establishing a Defence Industrial Corridor would not only create jobs but also bring strategic importance to Bihar, ensuring inclusive industrialization and balanced regional development.
5. Three RRTS (Regional Rapid Transit Systems)
Connectivity is the foundation of progress. Bihar demands three RRTS corridors, linking Patna with major cities and adjoining states. High-speed transit would reduce travel time, boost business opportunities, and integrate Bihar into the national economic grid.
6. PGI-Level Hospitals in All Divisions
Bihar’s healthcare infrastructure remains one of the weakest in India. Citizens demand PGI-level hospitals in every administrative division, ensuring world-class healthcare is not a privilege but a right. This will reduce migration of patients to Delhi, Kolkata, or Varanasi and save countless lives.
7. Knowledge Park
Bihar is historically the land of Nalanda and Vikramshila, global centers of knowledge. Citizens seek a modern Knowledge Park, equipped with research centers, universities, and skill hubs. This will reclaim Bihar’s heritage as a cradle of learning while preparing its youth for the 21st century.
